"Slower Traffic Keep Right" applies on multi-lane roads: if vehicles behind you are travelling faster, you must move into the right lane and leave the left lane for passing.
Regulatory signs control how you may use the road — they must be obeyed.
Cruise in the right lane; use the left lane to pass, then return right. Blocking the left lane at the speed limit while others queue behind you is still a violation of this sign.
Regulatory signs are usually white rectangles or squares with black or red markings. A few have special shapes: a red octagon means Stop and a red-and-white downward triangle means Yield. A red circle with a slash means something is prohibited.
The left lane is for passing, not for travelling at your preferred speed — the test phrases this as which lane slower vehicles must use (the right one).
